Levy Transfer, April 8, 2025

The Belton Board of Education approved placing a no tax increase Levy Transfer on the April 8, 2025 ballot for voter approval during the January 9, 2025 Board of Education meeting.

Total Levy (unchanged): $5.4119, Debt Service Fund: $1.0571, Operating Fund: $4.3548

This measure, if approved by voters, would allow the Belton School District continue to focus on recruiting and retaining quality staff by allowing the district to:

  • Improve staff salaries & benefits
  • Staff positions as needed
  • Help fill hard-to-staff positions

The ballot language proposes an increase of the district’s Operating Tax Levy by 30 cents (per $100 of assessed valuation) and decrease to the Debt Service Tax Levy by 30 cents. This is estimated to increase money available for salaries and benefits without raising the overall levy.

How does it work?

The Belton School District is funded through a combination of federal, state and local funding (property taxes). Local property taxes are utilized by the school district through an Overall Tax Levy that contains the Debt Service Tax Levy and the Operating Tax Levy. The April 8, 2025 Levy Transfer will ask if the Belton School District #124 can raise the Operating Tax Levy by $.30 cents and decrease the Debt Service Tax Levy by $.30 cents. To transfer from one fund to another, we must have voter approval.

The levy transfer does not lower the district’s future bonding capacity — how much the district can borrow in the future for bond projects —  because of responsible long-range debt planning, the district has adequate funds to cover existing debt and any anticipated bond needs. Voter approval of a levy transfer does not change the terms or rates associated with previously issued debt. 

The April 2025 levy transfer will require a simple majority from voters for approval.

Ballot Language

The following language will appear on the April 8, 2025 ballot:

"Question #1

"Shall Belton School District #124 of Cass County, Missouri (the “Belton School District”), be authorized to increase the operating tax levy ceiling of the District by $0.30 per one hundred dollars of assessed valuation for general operating purposes including for salaries and benefits for employees in order to recruit and retain quality faculty and staff?

"If this question is approved, the adjusted operating tax levy of the District is estimated to increase by $0.30 per $100 of assessed valuation. In connection therewith, the District expects to make a corresponding reduction to its debt service tax levy of $0.30 per $100 of assessed valuation. This would result in the estimated overall tax levy of the District to remain unchanged."
